111 - Transparency and the Impact of New Public Management on the Governance of Public Information [RIM]

Governments are becoming more transparent through open data initiatives and freedom of information legislation. They have embraced New Public Management (NPM) in the quest for efficient institutions and are hence outsourcing government functions to private organizations. Outsourcing has led to the privatization of government information. This is a grey area with conflicting interests between demands of efficiency, cost savings, and traditional government values of equal treatment, respect for privacy, transparency and accountability and the predictability of government processes. These new challenges might compromise the transparency and accountability of governments and other democratic values due to lack of robust record-keeping regimes. Sweden has a tradition of openness and promotes readily access to public records but this is being challenged. Likewise, African countries such as South Africa have also enacted freedom of information legislation. This session will constitute case studies from Sweden and South Africa that will problematize this development.
